This Parish Council’s Civil Protection project seeks to position Arroios on the prevention side through various initiatives ranging from the definition of a Local Emergency Plan (PLE) in the event of a major accident or catastrophe in the parish to the disclosure of Training or information initiatives on measures to be taken in the case of earthquakes, rising or falling temperatures, among others.

The Arroios Civil Protection team is formed by a volunteer bank in close collaboration with the Lisbon City Council’s Municipal Civil Protection Service and other entities such as Lisbon’s Amateurs Association or some commercial establishments of the parish.

Arroios Local Emergency Plan

The Arroios Local Emergency Plan applies to the eminence or occurrence of a major accident or catastrophe occurring within the area of ​​jurisdiction of the parish. In the case of the immediate intervention by the competent authorities is not possible, the Parish Council shall act through the Emergency Operations Center (COE) until establishment of control of the situation by Lisbon’s Municipal Civil Protection Service.

The COE is constituted by 5 groups of action: Operations, Logistics, Communications and Information and Volunteering. Operations include general recognition of the situation, evaluation of damages and the carrying out of relief actions. Logistics is responsible for contacting suppliers of goods and services of the parish in order to provide for the subsistence of the population and the relief teams, as well as to prepare lists with the registry of the victims. To the communications and information team is reserved the role of guaranteeing a communication system necessary for the management of the emergency operation, supporting Civil Protection actions and disseminating warnings to the population, while the Volunteer group tries to establish contact with the various volunteers involved and between these and the intervention areas.

For the Arroios Local Emergency Plan, meeting points for easy access and general knowledge of the resident population were defined, such as Largo do Intendente Pina Manique, Alameda D. Afonso Henriques, the Mercado do Forno do Tijolo, located In the Rua Maria da Fonte, Jardim António Feijó, next to the Igreja dos Anjos, the Campo das Mártires da Pátria and the Mercado 31 de Janeiro, which is located at Rua Engenheiro Vieira da Silva.

The recruitment process of specialized volunteers, such as doctors, nurses, engineers and carpenters, remains open as well as the receipt of proposals for cooperation with commercial establishments such as pharmacies, supermarkets, cafes, restaurants, and others.
